Low-Income Energy Assistance Program

Keeping you safe and connected

We understand the challenges you may face when trying to pay your electricity bill and the impact that it can have on you and your loved ones. The Ontario Low-Income Energy Assistance Program (LEAP) pays up to $650 of the amount owing on your bill and up to $780 if your home uses electric heat.

Do you qualify?

To qualify for the LEAP Emergency Financial Assistance (EFA) grant, you must:

Be a residential customer of Hydro One.

Live at the home linked to the outstanding electricity bill.

Earn a combined household income below a certain limit as outlined in the following table.

*Please note: Amounts shown are after tax. Income levels are set by the Ontario Energy Board, based on statistics from Statistics Canada.

Household income (after tax)

Your combined household income is the total income of all those living in your household. The amount to qualify for a LEAP EFA grant is based on both the number of residents in your home and your combined household income.

  • For example, a home with three people earning a combined annual after-tax income of $50,000 would be eligible for a LEAP EFA grant.

Flexible solutions to support your unique needs

Monthly bill credits

The Ontario Electricity Support Program (OESP) provides monthly on-bill credits for lower-income customers to help reduce their electricity bills. Depending on your combined household income and the number of residents in your home, you could be eligible to receive a credit from $35 to $113 off each electricity bill.

OESP monthly credit amounts – Energy intensive

If you use electric heating, operate medical devices that require high energy use (such as kidney dialysis machine, mechanical ventilator or oxygen concentrator), or are Indigenous or living with Indigenous family members, you will be eligible for a higher credit.

Please have the following information ready when filling out your application:

  • Electricity bill account number, service address, and account holder’s full name (see bill sample on where to find this information). Information must be entered exactly as it appears on your electricity bill.
  • Names and birthdates of all residents living in your home.
  • Social Insurance Numbers, individual tax numbers, or temporary taxation numbers for residents over the age of 16.
