Welland Thorold Power Line

We're energizing life for communities in Niagara Region

We are building this new, critical electricity infrastructure so that it is in place to enable growth for the future of the Niagara Region.

Hydro One is investing now so that communities can benefit from resilient electricity infrastructure with additional capacity to support economic prosperity and the region’s clean energy future.

Current project phase: Planning - Environmental Assessment

Expected in-service date: 2029

Project overview

Hydro One is committed to energizing life for communities, people and businesses across Ontario. As communities grow, so does the need for safe and reliable power.

Hydro One is proposing to construct a new 230-kilovolt double-circuit transmission line connected to an existing Hydro One corridor in Thorold and the Crowland Transformer Station (TS) in Welland. In addition to the line work, a station expansion at Crowland TS on Hydro One-owned lands will be required to connect the new lines.

As feedback is an important part of the planning process for the project, we encourage you to view our interactive map to get a more in-depth view of the routes we are studying and share comments or information that you feel is important to you or your community.

Benefits for your region

Niagara Region is expected to grow. Between now and 2032, electricity demand in the area is expected to grow by approximately 20 per cent. The Welland Thorold Power Line will energize Niagara Region’s clean energy future, providing 400 megawatts of new capacity. It will provide clean and reliable energy that attracts economic growth, creates jobs and supports the decarbonization goals of industries and communities.

Planning process

Minimizing the effects of our projects and operations on the environment is important to us. The planning of this project will follow the Class Environmental Assessment for Transmission Facilities (2024) in accordance with the Ontario Environmental Assessment Act . This planning process applies to transmission infrastructure projects that are carried out routinely and have predictable environmental effects that can be readily managed.

Once the Class EA process is successfully completed, construction could commence in 2027 and be completed by the end of 2029.

Rooted in engagement and consultation, the Class EA ensures that potential natural, economic, social and cultural effects are thoroughly considered before a project begins. Engagement with Indigenous communities, landowners, businesses, stakeholder groups, government agencies and other interested parties is critical to help us select the preferred route that considers the needs and interests of the region.
